The twenty-first century is an era of knowledge economy. The rapid development of modern technology impinges the existence and development of the vocational schools. Whereas, many problems still exist in the vocational schools, including ideas of some teachers and leaders, organization and administration systems, sliding down of the student's comprehensive qualities. These problems can hardly be solved by the traditional organization and administration systems of the schools. Through the meditation on the connotation of the learning organization, this thesis holds the view that the most effective tactics to solve these problems is to construct the learning organization in the vocational schools. It will urge all the members in the vocational schools to learn all their lives, reflect constantly, research and self-surpass. The thesis analyzes the difference between schools being an organization for learning and it being a learning organization, and points out that at present schools are only organizations for learning, communities for teachers working together, they are not learning organizations in the modern sense. Now our country is calling for founding learning society, and the vocational education is developing rapidly. Under these circumstances, it is inevitable foe the vocational schools to establish the learning organization. The thesis analyzes the concept of the vocational organization expounds and defines the concept. It combines our traditional culture, modern management theory and the present condition of some vocational schools. It states clearly the four characteristics of the vocational schools in the construction of the learning oaganization. The characteristics are stressing teachers' lifelong learning, creating the common desires of the teachers and the students, learning of entire staff, placing emphasis on practical learning and learning in a team. The thesis also elaborates on the three principles that the vocational schools should insist on in the construction of the learning organization. That is to say, the construction must combine with the excellent Chinese traditional culture, inosculate with other advanced management theory, and absorb favorable factors of some enterprises in their construction of the learning organization. The thesis puts forward the tactics in six aspects for the vocational schools' construction of the learning organization. The six aspects are systematic thinking, forming the atmosphere of lifelong learning in the vocational schools; giving full play to perception, guidance, and cooperation, creating the common desires of the teachers and the students; utilizing campus network, constituting learning sharing system; changing the role of the president, improving the learning effect of the organization; developing teachers learning team, promoting teachers professional development; strengthening students team learning, enhancing students qualities and cultivating their long-standing learning passion. The research made in this thesis provides some guidance in the construction of the learning organization for the vocation schools.
