China Suburban Farmers Social Security Research

Coupled with the rapid development of Chinese economy and the unceasing improvement of urbanization level, a new countrywide round movement of " rope-land" , characterized with the layout and construction of industrial gardens , high-tech exploitation gardens, college cities and peripheral circle roads, is outspread. During this course, the land near cities stands in the breach. Due to the defects of the current land utilizing systems, the non-canonical operations of administrations and the absence of social security, the off-land peasants near cities (all the " off-land peasants " mentioned in the following texts referring to the "off-land peasants near cities " ) ,whose rights and interests always been harmed, stand in a disadvantageous status when their farm land shifted for nonfarm use, incurring a series of social problems like collective and skip-grade appeal to the higher authorities for help. This affects not only the relationship between cadres and peasants severely but also the development of economy and the advance of urbanization. So we can say, the reasonable and appropriate position of off-land peasants, providing convictive social security is related not only to the off-land peasants themselves, but also to the stability of the whole society and the construction of harmonious society at the same time. Therefore, the study on social security of off-land peasants has political meaning as well.This study includes eight parts: " introduction " . " summarization of current studieson social security of off-land peasants " ," discussion of related concepts " , " status ofoff-land peasants" , "social security actuality of off-land peasants near outskirts" ,"problems existed in current off-land peasants social security" , "study on off-landpeasants social security" and "brief summary" .The " introduction" part briefly introduced the times background about the appearance of off-land peasants and the meaning of the study on social security of off-land peasants, setting forth the angle of view and the ways of the study.The "summarization of current studies on social security of off-land peasants "part summarized the productions of current studies on social security of off-land peasants. The emphases of current study are the property right of rural land, the compensation to off-land peasants and the system construction of social security of off-land peasants.The "discussion of related concepts" part discussed the three correlative key concepts in this study. The city outskirts refer to the rural parts of city outskirts or near outskirts. The off-land peasants refer to those who have entirely lost their farmlands, onwhich they depend to live, but been unadmitted to the city social security system. The off-land peasants mainly have four kinds: " new rope-land " ," land for fortune " , " new urbanization" and discarding land for own reasons.The " status of off-land peasants " part addressed the basic characteristics and the situations of off-land peasants. As a part derived from the rural regions, Chinese off-land peasants can be described as: less educated, lacking of professional skills except agriculture skills, poor ability of adaptation to the market, deep-rooted concept of traditional life. At the same time, they are mostly aged, needing impendent social security. Because of being unfairly treated, the off-land peasants' life has got very difficult.The " social security actuality of off-land peasants near outskirts " parts described the current various locations of off-land peasants near city outskirts in china.The "problems existed in current off-land peasants social security part addressed the problems existed in current social security system of off-land peasants. There still exists some problems such as the lower standard of compensation, the disadvantageous status in the land benefits distribution, the harm to off-land peasants' interests and the lower proportion of off-land peasants' entry into social security system and so on.The " study on off-land peasants social security " part set forth the contents of the social security system of off-land peasants. It must contain minimal living security, aged security, medical security, children education security, employment instruction, legal and social service.
