Web-based learning, as a new learning form, need to strengthen further the development function of assessment student-instructor interaction learner's participation comprehension of assessment content diversification of assessment instruments and dynamic development of assessment process, etc and thereby, formed new web-based learning assessment ideas. Yet. as far as the implement status-quo of web-based learning assessment goes, the assessment system existed couldn't meet demands of web-based learning assessment and emerged some problems in practice, which couldn't support strongly web-based learning. Therefore, it is necessary to re-construct existing web-based learning assessment system.Combining the existing web-based learning assessment with assessment demands, penmen think that e-portfolio assessment should be added to the list of web-based learning assessment system, which is used to collect learning evidence related to the learner, such information produced in the learning process as assignments tests discussions to assess ability development and achievement level of the learners.The article tries to construct a process-oriented web-based learning assessment system by linking portfolio with other assessment modes. The article was divided into three parts: the first part presented concepts of web-based learning assessment, functions and assessment modes in web-based learning and brought forward demands for assessment means of perfection by analyzing the status quo and feature of web-based learning assessment. The second part illustrated meanings of portfolio and e-portfolio its significance and application in web-based learning, and made use of fuzzy synthetical assessment principle to realize comprehensive assessment of manifold information in e-portfolio. Finally, a technical scheme for e-portfolio-based assessment ended at the article.
