The university students are the most centralized network users, whose study, life and frame of mind are profoundly influent by the dual impact of the network culture. When they fully enjoy the sumptuous feast of advanced science and technology through network, they will confront many negative effects as well. Some features of network information like interaction, share and virtual reality bring unprecedented opportunities and challenges to the university's moral education. Moreover, some new characteristics emerge, such as globalization of the education environment, the subject of the education object and virtualization of the education relationship. The moral education facing the new century must accord actively to the changes in the understanding and thinking patterns as well as in the ethic and moral value judgment, extended by network. Therefore, we make with the tentative plan on the construction of the new moral education system in university. Going along with the time trends, there are plenty of opportunities for carrying out university's moral work through utilizing the network, under the background of network culture. In addition, we should consider making full use of the modernized technology method-now that the moral work is an ever-changing system project-to grasp the thinking pulse of the university students, studying the possible effects bought about by the up-to-date development of the network culture, replacing the old ideas continuously, reinforcing the construction of the morality-teaching staff and exploring the new fields and prospects of the moral work .In short, whether the current university moral education can fully use the information network technology to research new situations and solve problems is a completely new and severe test to the university's moral work in this network era.
