National Medium and Long-Term Education Reform and Development Outline ”(2010-2020) has put forward to focus on the development of presc hool education in rural area, and to demonstrate radiation function of town ship center kindergarten. In the background of national preschool education development, more attention are paid to rural preschool education developm ent, especially the construction and development of rural township center ki ndergarten. Accelerating the development of rural preschool education which is weak in national preschool education development, is an inevitable choi ce for our country’s preschool education development, and also an importan t measure to achieve educational equity and equilibrium. The key and diffic ulty of rural preschool education development is developing township center kindergarten. Only by constructing and developing township center kinderg artens well, can this play an important role in the development of rural pre school education in china.By adopting questionnaire method, observation method and literature m ethod mainly, this research has investigated 20 rural township center kinde rgartens to learn about the overall and current situation of the township cen ter kindergartens development in Qujing county,to understand characteristics of the current situations and founding center kindergarten in their conditions,teachers, management mechanism, curriculum setting, their cooperation and demonstration and radiation six aspects,to find out rural township center ki ndergarten development problems in Qujing City, and to analysis reasons of these problems, finally put forward suggestions to promote township center kindergarten development.This study has found several problems of the Qujing city township cen ter kindergarten development:slow construction process of rural township ce nter kindergarten, bad condition of running kindergartens, weak management strength, low overall quality of teachers, unrealistic curriculum, serious "primary school " tendency,not strong demonstration.In view of the existing Qujing Rural Township Center kindergarten dev elopment problems, the author has put forward following suggestions: firstly,to clarify government’s responsibilities and formulate relevant policies; sec ondly, to increase financial investment and improve kindergartens’ conditions;thirdly, to raise teachers’ overall level and strengthen teachers’ cultivation and training programs; fourthly, to improve management system and implem ent the management function; the fifth,to prepare reference materials and set local specialty courses; The sixth, to strengthen family-kindergarten coop eration consciousness and change traditional parenting ideas; last but not the least, to implement these actions and demonstrate radiation functions of rural township center kindergarten.
