The federal government drafted policy of public funding for private schools in America in 1965. The local education agency of states got money from federal government, provided compensatory education services for private school students. The federal government constantly explored aid way, content, range and cope, it made the policy become a system gradually. The state government began to make law policies of public aid by using state’s funds to offer educational services or supportive services to private school students in 1928. However, it comes with good results and bad effects. In China, the government started to carry out financial aid to non-government schools in 2002. It is later than America’s policy, but it still has problems.The paper adopts literature survey, history analysis, case study and comparative method as inevitable approaches, tries to study the policy and practice of state funding for private school students in United States, analyzes the characteristics of policy and its practical experiences. So we can learn from them. There are four parts. The first part is the Chapter 1, describes where does the study come from, principal conceptions, present study situation, and so on; the second part is the Chapter 2 and 3, introduces the policy and practice of public funding, uses the TitleI,PartA of The Elementary and Secondary Education Act(ESEA) and the policy of New Jersey as examples to illustrate the present situation and problems; the third part is the Chapter 4, summarizes the five characteristics and effects of the policies; the fourth part is the Chapter 5, compares policy’s similarity and difference between our country and America and reflects our country’s financial aid policy. According this study, it reveals that we have to enrich our country’s financial aid policy and shift the main service receiver gradually. At the same time, we should pay more attention to the allocation of power between the government and non-government schools.
