Study On The Problems And Countermeasures Of The Construction Of Educational Facilities In Jinan Urban Residential Area

Education is the foundation of a country. Shandong province is the birthplace of Confucianculture. It is also an economic province, population province and education province in China.As the capital city of Shandong province, Ji’nan has been developing quickly and steadily in therecent years, with its urbanizing process speeding gradually. At the same time, with the migrantpopulation transferring into citizens gradually, urban population gathering highly and settlementconstruction accelerating, here comes a series of problems, such as the shortage of publicresources, living problems, job problems, environment pollution, etc. Among these issues,education is the most concerned problem, which also influences people’s life and personaldevelopment most. The increase of urban population results in the rapid growth of schoolenrolment. Meanwhile, there are more and more settlements in both old and new urban areasand even huge settlements with more than tens of thousands people appear. However, not fittingto this, there are sorts of problems in the allocation and construction of educational facilities insettlements. For example, there are difficulties in school enrolling because of the shortage ineducational resources; some children are distributed to the nearby schools temporarily for theconstructing slower than the school enrolling demand; some building developers don’t allocateeducational facilities due to lack of implementing mechanism in the constructingresponsibilities.At present, many middle and large cities in our country have the same problems,not only Ji’nan. Therefore, this thesis analyzes the problems and their causes of the educationalfacilities allocating and constructing in Ji’nan, introduces the new public governance theory andrefers to the advanced experiences in and abroad on this issue. Then this thesis provides someeffective measures, mainly including: planning the educational facilities properly; perfecting therelevant regulations; reforming and creating the education system; improving the managinglevel of educational facilities.This thesis includes six chapters. Chapter1is the introduction about background,significance and relevant researches in and abroad on this issue. Chapter2is the basic theorieson the new public governance theory and the concepts about the allocation and construction ofeducational facilities in urban settlements. Chapter3to chapter6is the main part of this thesis.Chapter3introduces the achievements of the allocation and construction of educationalfacilities in Ji’nan urban settlements. Chapter4introduces the problems and their causes in theallocation and construction of educational facilities in Ji’nan urban settlements. Chapter5introduces the effective measures and methods used to solve these problems in and abroad.Chapter6provides strategies and suggestions to solve this issue, mainly including: planning theeducational facilities properly; perfecting the relevant regulations; reforming and creating theeducation system; improving the managing level of educational facilities.
