Fertility concept is the people forms in reproductive activity values, religious beliefs, ethics, behavior norms. The fertility concept of fertility behavior, population problem caused reproductive behavior directly or indirectly influences the development of the country and society. Thirty years of the family planning policy and effective control of the population problem China, brought a bonus for Chinese rapid economic development. Now the low birth rate Chinese phenomena appear, also brought a lot of social problems. Due to the increase of social problems caused by the emergence of low birth rate, the country in 2014 promulgated the "individual two children" fertility policy to relax the national fertility reproductive rights.Taking fertility policy change point for research on national breakthrough from the traditional society to the modern society’s concept of fertility. First sort out the transition to the family planning policy after the founding of the PRC promulgated by the state and national attitudes, and meticulous research on the fertility concept change in which a few respects. The focus of this paper is to study the family planning policy as the power factor of the national bearing concept change, specific analysis of fertility policy and the fertility concept is how to construct each other. The aging of population, the shortage of labor, social pension, Ding Ke families and other social problems specific analysis of the national bearing concept change reason. Development in the last chapter lists the fertility status of several other Asian countries to prospect China fertility concept, the conclusion is China fertility concept will move towards the direction of diversification.
