City makes life more beautiful, which is the privilege of the city life and also that is why so many people are being crowed in it. Better city life contributes to the contribution of a special group. Migrant workers are considered as the ending of the peasant generation and are endowed with the peasant and the worker status. They live in the city but they are the marginal group; they are closely linked themselves with the rapid development of the whole city but their names are not carved on the milestones of the city development; they expect to be thought as a part of the city but they are deeply marked with the Migrant workers. With the development of the economy, and they are gradually educated, they are become aware of their social status and civic rights."The school-aged children among the floating population in cities""floating young children""floating people’s children","Migrant workers’young children""migrant workers’ educated children" those words are become popular and heated among the public. The changing names on the nation policy papers not only show the education problems of the Migrant workers’ young children become increasingly important, but also displays those problems are not just limited to the education area, which change into those people’s live hood and public policies. Meanwhile, the gradual changes of the nation related policies attach to the importance of the contribution of the Migrant workers, and their legal rights and their young children have the equal rights to accept the education as the children do in the cities.The nation policies are born with the emerging problems in the society. The implement of college matriculation policy for migrant children is because of the growing children of the Migrant workers. During the whole2013, the college matriculation policy for migrant children is the most significant achievement in education reform, which also becomes the big break in College Entrance Exam.However, with the emerging college matriculation policy for migrant children in different cities, cheers and happiness are not welcomed among the public while disappoint and doubt appearing on their faces. The big reform is not praised as it is expected. Before it is implemented, the discussions and disputations about it become heated among the public. The public’s different views and doubts and the expectations to the fairness of the College Entrance Exam are collided with the stiff education system, which makes this big education reform are full of surprises and doubts.This paper is based on the six stages of the college matriculation policy for migrant children:1) the education of the Migrant workers becomes more prominent while the Education policies and regulations are still absent:2) the education of the Migrant worker is negotiated and the related regulations have been put into practice on a trial basis:3) our nation attach great importance to the education of the Migrant worker, and some education regulation are tired in the national level:4) The education of the Migrant worker attract the public’s eyes, the nation makes some regulations and rules:5) The nation highly focuses on the education of the Migrant workers and the nation education ensuring system is formed:6) The education of the Migrant workers is solved based on the specific situation and the related measures come into being. The paper is based on the document of college matriculation policy for migrant children including the following permission factors:from the development of the cities, the parents or other legal guardians, and the examiners. The paper also does the analysis based on the operation of the regulations and measures from the education policies involving the three subjects:state-run media, the learned people and the civic public, and which tests the legality of the college matriculation policy for migrant children being on the policy legality and the granted rights of being educated. The purpose to study the college matriculation policy for migrant children is beneficial to the public not just an image project. Therefore, it guarantees the college matriculation policy for migrant children from the national obligation and rights of the high colleges.
