In China, with the higher education witnessing, a new trend from elite education or the mass or qualify education. The university grants policy put the fair chance to impoverished student to study in China. Being one of the university grants policies, Government Grant-in-aid Policy aims to improve the education develop healthy and fairly in China. Since 2007, Chinese government has invested a lot of money to aid the impoverished students, with 2000yuan each person every year. This policy covers about 20 percent of all the college students.Since being carried out, the Government Grant-in-aid Policy has a great effect on releasing the students'economic pressure and keeping the teaching order. At the same time, there are still many problems with the augment of grant, for example, the delay of providing, inaccurate of penury and so on.The first chapter in this paper illustrates the motivation of this study, the background of the title the research aim and methods and the development and adjustor of the native Government Grant-in-aid Policy.The second chapter in this paper introduces the main condition of national grant policies and Government Grant-in-aid Policy. In this part, it analyses the constitutes of national grant policies, the history of Government Grant-in-aid Policy and its differences between it and other subvention system. It main purpose is to show the importance of Government Grant-in-aid Policy in national grant policies.In chapter three, it sums up the embodiment and reasons of contradiction during the application of Government Grant-in-aid Policy. At the same time, it tries to find the resources of these problems.According to the analysis of chapter three, in the last part of this paper, it gives suggestions to the execution of Government Grant-in-aid Policy and gradually improves it from seven parts.
