With the coming of the information era. media literacy has become a basic literacy of the population, and it has become a part of elementary education. To develop media literacy education well under the present situation of examination education, it is necessary to establish a course. The first important for the establishment of a course is to make the course standard, definite the course nature, construct the content standard and target system, give the implemental suggestion.This study has selected the middle school students in Xi'an as the research object, which has certain representative in the western regions. Learn about the present situation of the students by questionnaires and interviews and develop the media literacy education curriculum standards for junior middle school. It mainly included:About the definition of the course nature, Media literacy education should be set up as local course independently to solve the problem of the difference among different regions, and put it into practice.About the construction of the course.The content standard for the media literacy education courser in City of Xi'an is contributed according to the analysis of media literacy education of United Kingdom, American and Taiwan in China, the summarization of research of related experts and the results of questionnaire and Interview. The content standard is composed of media acknowledgement, media understanding and media application. The media acknowledgement section includes the concept, type, property, function, audience of medium, producing and developing of medium, rules and regulations on medium.The media understanding section includes media reality, objective reality, media narrow impression, media advisement, media obscenity and violence.The media application section includes media production and propagation, application of medium technology, self- development by media, media feedback, media critique and media morality.About the target system. The target system for the media literacy education courser for junior middle schools in City of Xi'an can be summarized as understanding level, comprehending level.questioning level, evaluating level and application level.The paper also discussed the teaching methodology, the evaluating system, the teaching materials and teachers. The innovation of this study is that the research of media literacy education is carried out at the level of course standards, combine the theory with practice, and lay the foundation for establishing the course of media literacy for the middle school students in Xi'an, and can be used directly in the first line of classroom practice.
