From the theoretical perspective of conflict intervention, this paper makes an in-depth study of the conflict intervention operations carried out by the European Union in the framework of European Security and Defense Policy, pointing out that due to the dual-dynamics of internal development and external demand, with the catalysis of the hotspot conflicts in its neighborhood, EU has become an increasingly active conflict intervener after the Cold War. During the practice, it has gradually formed its pattern of conflict intervention with five characteristics: take its neighborhood and Africa as the priority, respect law and rule with emphasis on EU's autonomy, prefer open cooperation under EU's leadership, focus on comprehensive governance through exporting EU's institutions, combine all kinds of means with the increasing willingness to use military forces. The formation and development of this pattern are influenced by such factors as the real capabilities, the values and ideas as well as the institutional culture of the European Union. |
