In the 1970s, the fourth scientific and technological revolution came, taking the electronic computers and bio-technology as a hallmark . It has changed the face of the entire community just like other scientific and technological revolutions.The fourth scientific and technological revolution offered the socialism great opportunities. At the same time, it also brought a grim challenge to socialist development. The existing socialist countries are often built on the poor, backward, semi-colonial and semi-feudal society , not being built on a full realized democratic system. Their political,economic and cultural institutions tend to lag behind. Only with the reform of the existing system of socialism, the socialist countries can be developed by leaps and bounds. Reform is related to the big issues of life and death to the current socialist countries Institutional reform is the only way to develop for them.In this article, at the beginning, the various characteristics of the scientific and technologic revolution are talked about. The full text has four parts. Part I describes that the new scientific and technology revolution has brought us the opportunities and challenges. In this part, the author focuses on the features of the fourth scientific and technological revolution, then talks about the chance and opportunities bought by it to our current socialist construction. Part II sums up the institutional requirements by the new scientific and technological revolution . Part III deals with the institutional shortcomings which still exist in the socialist system in face of the new scientific and technological revolution . Part IV, the current institutional changes that can be done in the system. Though a feasibility analysis and a path analysis, we can carry out institutional reform initiatives . The changes in the political system, economic system and cultural institutions have been described.The author takes the future and destiny of socialism as the basic point of concern. From a macro perspective , the general socialist countries need institutional reform initiatives. In previous studies, researches on domestic policy are more general. The whole socialist system transformation linked to the study has not been seen. This is the point of this innovation .
