With the progressing of globalization and global problems, international societyis in urgent need of "global governance". As the nature of global governance is thecooperation and coordination of multiple actors in the global society, it will not be thereal global governance until NGOs and the rest of the global civil society can reallytake part in global governance. However, most people currently emphasize thepositive effects NGOs, but ignore the obstructions in front of NGOs. It is very hardfor NGOs to really participate in global governance, especially in the field of peaceand security.My questions are: What obstruct NGOs to take part in the global securitygovernance? What factors cause these obstructions? How to break these obstructions?This article try to answer these questions through six parts: "The Introduction"reviews the academic history and current research situations, puts forward thequestion to be studied, the research significance, research approaches and itslimitations. The second part introduces the theoretical background of this article anddefines the concepts of the keywords. The third part induces the main obstructionsNGOs meet with when trying to participate in global security governance. The fourthpart analyses the main causes of these obstructions on three levels, including themacro-level, the micro-level and the deep roots. When analyzing the deep roots, I tryto combine the main elements of two major international relations theories and createa new perspective, vis-à-vis analyzing the interacting relations between ideas andinstitutions and how they create obstructions for NGOs. The fifth part tries to findsome approaches to break the obstructions. The last part is the conclusion of thisarticle: NGOs meet with obstructions when participating global governance becauseof the lack of the international governance institutions. The circle of interactionbetween institutions and ideas can explain the deep root of these obstructions. In orderto break the obstructions, a new circle of new ideas and new institutions must beestablished.
