Theory Of Political Accountability

Responsible for politics is the true embodiment of political ethics and internal implication of political civilization. Currently, in the countries whose political civilization and democracy are better, political officials should be responsible for their public policies and political behaviors. That basically becomes political traditions, and is the external embodiment of good political civilization. From the civil situation, power restricted by responsibility is the hot spot of discussion and research for scholars. How to realize and operate political power restricted by system of political responsibility must be considered in the theory and practice.The preface of the article testifies why politics should be answered for from the angle of political power. The viewpoint is that in democracy, the political power should regard people's benefit as its target and principle, and the power means a kind of burden and responsibility. The first part explains the basic orientation of political responsibility from the concept of political responsibility and the distinction between political responsibility and other concepts. The concept of political responsibility is that political officials actively enact and implement public policy for the people(political responsibility in positive sense), and the condemnation and punishment they have to undertake when they have not carried out the political responsibility in positive sense at all, or they haven't completely fulfilled the political responsibility in positive sense(political responsibility in negative sense). The second part mainly analyzes the theory foundation and immediate significance of political responsibility. The author analyzes the principle of political responsibility from proper political power, the maintenance of political ethnics and the restrict of political authority and regards the implement of democracy the safeguard of human rights and the mould of new officialdom culture as the realistic sense of political responsibility. The third part introduces the system of political responsibility of Hong Kong and the West in detail to acquire good experience from different region and political environment. That builds foundation for the suggestion about consummation of our system of political responsibility. The last part is the ponder on the design of political responsibility with Chinese characteristics. On the basic of mastering thepresent of our system of political responsibility , firstly the author analyzes the defects of the recent things about political responsibility, and then explains the defects in our system of political responsibility, and finally in the light of the problems in our system of political responsibility , this author puts forward some relevant suggestions such as realizing separation of party and politics, cultivating political culture, consummating political system and molding environment of constitutionalism.
