The tourist industry of China, which is becoming a new increasing point of national economy, has been improving rapidly since 1980s, with more and more cities bringing forward the idea of making it a mainstay industry. However, since the tourist industry starts comparatively late in China, its improvement is very immature. Especially, there are some malpractices exist in design and construction of tourist products for lack of macroscopical control and theoretical guidance. Repetitive and destructive constructions done to tourist resource emerge in endlessly, with the falsehood of taking the development and construction of tourist attractions as the development and construction of tourist sightseeing products. Under such circumstances, tourist industries of some center tourist cities such as Fuzhou, Hefei and Changsha find difficulties in developing for absence of instruct to center tourist cities that are short of natural tourist resource.The thesis theoretically analyze the design theory of traditional tourist products and put forward a series of new concepts of tourism theory and the general elements of tourist product design. In order to explain clearly, the author makes the city of Changsha a main case of the thesis and makes use of 4000 question papers with relevant content. On base of adequately mastering the characteristics of the natural and human tourist resource of Changsha City, the author, beginning with tourist product design theory, gives detailed discuss from different angles of view, such as tourists' traveling motive, tourism market framework, balance between supply of and demand on tourist products, market scale of tourist industry, tourist attraction, tourist product design and competitive position and condition of a tourist city. At the same time, the author puts forward a series of conceived designs of Changsha tourist products, trying to find a new way of developing tourist industry for a center tourist city that is short of tourist resource, to provide relevant governmental authority with decision-making reference.
