Talents construction of rural grassroots organizations in Yunnan minority areas is the focus of the party and the government to implement talent construction work in Yunnan province. The development of rural social economy, the construction of the local grass-roots democracy, the maintaining of social harmony and stability, all cannot do without the talent groups of rural grass-roots leadership role, it needs to rely on the type of talent’s rural grassroots organizations to unite and lead the masses to struggle and struggle. Therefore, whether from view of the frontier minority areas of Yunnan’s modernization, social stability and economic development, and consolidate the party and the government in the frontier minority areas of Yunnan people of all ethnic groups especially the image and status of ethnic minorities in the mind of the reality, pay attention to and strengthen the rural grassroots organizations in new century talents development and significance is particularly of importance.From the structure, the whole paper can be divided into three parts: the first part is the first chapter and the second chapter, the second part is the third chapter to the sixth chapter; the third part is the seventh chapter. From the structure, the first part can be the introduction and review of the development of talent theory and related concepts. Mainly from the basic concept of a brief description of the current situation of academic research on talent team construction of the Yunnan border areas inhabited by minority nationalities rural grassroots organizations, clearly described the talent team construction theory, literature review, research content, method, ideas, relevant concepts and research area definition. Focus on the theory of science of personnel and human capital, to provide guidance for the study of the following theoretical analysis. The second part: practical research. The third chapter mainly reviews the talent team construction basis of frontier minority areas in Yunnan Province grassroots organization, and analyses the personnel basis and function under the different historical background and stage of development. Through these analyses, not only can understand the talent construction of rural grassroots organizations in the history. In the fourth chapter, the overall analysis of the main methods and experience of talent team construction in Yunnan frontier minority areas, to provide a practical reference in further enhance the construction of rural grass-roots organization talent. In the fifth chapter, goals and tasks was summarized of Yunnan frontier minority areas of rural grassroots organizations talent team construction, and analyzed the practical difficulties of the current rural grassroots organization of talent team construction. The sixth chapter is to investigate and analysis through research on the Yunnan frontier minority areas of rural grassroots organizations talent team construction, put forward to operable countermeasures and suggestions of strengthen the relevant talent construction of rural grassroots organizations. The third part: summary and outlook.
