Institution is a special phenomenon in the political system of our country, it is a legal person social organization with Chinese characteristics, which plays an important role in the development of economy and society. Since 1980 s, a series of reform measures were taken, like management system, management mode and personnel system, the vitality of providing public service had been stimulated, the work efficiency and social image had been generally improved. After the Third Plenary Session of the eighth, the definition of institutions became more accurate, management more scientific and standardized, functions more clearly. Different personnel management models were better taken, according to the differences of legal status and duties.Institutions in Tibet, are important places gathering talents, and important positions for the implementation of the strategy of talent pool in Tibet. Administrative, identity management, lack of vitality, an imperfect exit mechanism, limited space for promotion and attracting talents are all characteristics of institutions in Tibet. By 2020, the reform of the personnel system will be completed, classified management and job management will be implemented in all institutions, according to arrangements promoting the reform of public institutions in Tibet. After that, the old system will be changed, which is characteristic of the appointment cannot be changed for administrative cadres and professional cadres, the identity of workers cannot be changed. Then the new one which is characteristic of management based on job applied and salary depended on job will be true.However, there are many questions in the process of reform. Like: How to hire? How to identify the qualification of administrative jobs since cancelled? How to make connection between appointment and qualification of management positions, professional and workers? How to promote the reform of personnel mechanism smoothly?At first, this paper analyzes the basic condition and requirement,also the overview of personnel mechanism in public welfare institutions, and then sums up existing problems and the causes of personnel mechanism after reform, through making typical case analysis of Tibet public institutions. Finally, make some policies and recommendations to improve the personnel mechanism on the basis of reform direction and trend.
