Since the end of the Second World War,the Middle East has been occupying an important position in American foreign affairs. After the 9 ?11 incident, the Middle East has become a key area of US diplomacy, George Walker Bush administration’s Middle East policy of the US into a diplomatic dilemma, lead to the hard and soft power all damage, the international influence declined. When Obama came to power, He proposed smart power diplomacy, adjusting policy in the Middle East, the implementation of strategic contraction in the Middle East, In Middle Eastern Affairs, pay more attention to the cooperation with allies and international organizations,emphasizing negotiation and consultation, prudent use of military strength, actively to improve relations with the Islamic world.This article is divided into four chapters to elaborate on the Middle East policy of the Obama administration’s diplomatic strategy. The first chapter mainly analyzes the background of Obama’s Middle East policy. This part mainly from George w. bush administration legacy of Middle East, the influence of the financial crisis and budget deficits in the United States, the global strategy and economic center of gravity to Asia,these three aspects are analyzed.The second chapter details The Obama administration to address the dilemma raised diplomatic strategy of smart power in the Middle East and its main content.Firstly illustrates the origin and development of the concept of "smart power" as the process of foreign theory, and then a detailed discussion on the Obama administration’s five aspects specific content of smart power’s foreign strategy, and sums up the essence of the smart power diplomatic strategy. The third chapter analyzes Obama’s Middle East policy formulation and implementation of smart power diplomatic strategy.This article do not fully discuss Obama’s policy in the Middle East, and focuses on the analysis of the Obama administration in Iraq withdrawal, Afghanistan and Pakistan’s fight against terrorism, the Iranian nuclear issue and the israeli-palestinian peace talks,four hot issues in the Middle East on the specific policy and practice.Obama’s Middle East policy practice of the concept of smart power, on the premise of not to give up military means, the integrated use of Allies, international organizations and their own strength, pay attention to the role of civilian aid and, completely abandoned the previous government relying too much on military power. As can be seen from its content and practice policy, Obama’s Middle East policy to practice the concept of smart power,without abandoning military premise, the integrated use of allies and international organizations and its own strength, adequate attention to the role of civil assistance, completely abandoned the previous government relying too much on military power approach.The fourth chapter makes an analysis of Obama’s Middle East policy implementation results and effects.The author thinks that, though Mr Obama’s Middle East policy on the basis of the theory of the smart power diplomacy, compared with George w. bush administration policy is more practical and reasonable, but in its implementation, due to the influence of various factors at home and abroad, the United States is still not out of the war on terror, the U.S. dominance in the Middle East is gradually weakening.
