Kunming Urban Hospital Water Law And Countermeasures

Shortage of water resource and deterioration of water environment in cities have become a bottleneck in socioeconomic sustainable development of China in the 21^st century, which also pose a new issue and a new requirement on and for urban water saving. Therefore, the present paper, based on the hospitals in the downtown area of Kunming, studied the relation between the relevant factors and water consumption, further examining the question of how to strengthen the water saving management in hospital.The paper, which is divided into five parts, firstly introduced the concept of water saving and public water use management through the literature-based research, summarized the relevant theories on public water use both at home and abroad and established the research framework for water consumption relevant factors and relationship on the basis of the previous research carried out by other scholars. And then the data were collected with a combined method of on-the-spot investigation and working interview. Apart from the descriptive statistics and variance analysis on the current water use of hospitals in Kunming, the relation between water use quantity and relevant affecting factors was discussed and a water consumption model was proposed and verified through the correlation analysis and regression analysis. Finally, on the basis of the conclusion from the study on hospital water consumption relevant factors and relations, a suggestion was put forward for the governmental water saving management department and the water use organization to jointly establish a water saving management system.The present study discovered: (1) in contrast to the result of the previous research (i.e., public water use is easily influenced by season), there is no obvious relation between hospital water use and climate seasonal factors in Kunming. And quantity of water consumption changes little between dry season and rainy season. Hospital water use quantity fluctuates irregularly in different months, which has nothing to do with seasonal change but with the unstable hospital business that leads to the deviation of water use. (2) The medical grade of hospital is proportional to the level of water use, i.e., medium and large hospitals remain to be the main group of big water consumers among public water use organizations. A big difference exists between the hospitals of the same scale, which is related to the internal inconsistent managerial level besides the factor of scale. (3) The driving factor of hospital water use variation is firstly "business water use factor" and secondly "domestic consumption factor". Business water use has a greatest effect on total water consumption, the lesser influential factors include monthly factor and domestic consumption factor and the least influential factor is water saving fund. It can be seen that the medical water use of hospital fluctuates in different months, which greatly affects the variation of total water consumption.
