Cooperative Medical Scheme was created by rural people in China, which was a mutual redress medical security scheme, and played an important role in ensuring rural people get basic medical services and easing poverty caused by diseases, under conditions of lacking medical services and medicine at the beginning of founding of the nation. During the 1980s, with the reform of rural economy system, CMS was in the disassembling stage. Although having been recovered and re-developed several times in the 1990s, its coverage fraction was still in low level, which caused medical expenses paid purely by peasant individuals. Following the marketable reform of medical system, the growth of medical expenses had been surpassing that of the peasant's income greatly, causing the farmer to be unable to bear the serious medical expenses. It became a serous question to see a doctor difficultly, and lead to poverty (or return) by disease.To reduce medical expenses of rural people,, improve their health status and the harmony between the development of the city and the country in China, in October 2002, the decision of further strengthening rural health work made by the Central Committee of the Communist Party of China and the State Council clearly pointed out that the new rural CMS which focused on catastrophic diseases need to be established step by step. The new rural Cooperative Medical System(CMS)is the medical mutual redress scheme for rural people, which is organized, guided and supported by the government, participated voluntarily by rural residents, funded by multiple parties including the individual, the collective and the government, focused on compensating catastrophic diseases. This is the first time that the Chinese government carries a large-scale input for solving rural people's basic health care problem in history. So, it has been arousing the interest of the whole society.In this thesis, by analyzing how the peasants of trial areas view, understand the new CMS by field study, the writer intends to discover this system's operating logic, and the social condition promoting it's sustainable development. This thesis is composed of five sections as follows:The first part is preface, mainly presenting the origin of the research, a previous literature review and an introduction of research's aid and methods.
