As we all know, peasants take great part in the Rural Medical Cooperation System and there exists a contradict between the high participation ratio and peasants' low volition of payment to turn in money. This paper take the peasants, who are both the main body financing and benefits from the cooperative medical treatment, as angle of the view, in order to achieve the system's sustainable development and promote the peasants' welfare.This paper analyze the fungible relation between insurance and other consumption pattern, rural medial cooperation system's priority to other kinds of insurance and comparisons among varieties of ways to decentralize medical risk and difference of several medical cooperation risk decentralization patterns in theory, discusses the volition of taking the cooperative medical service by building up an econometrics model, go deep into research by regressive analysis and depictive analysis on the basis of questionnaire research on 975 farmers' families in xiaoshan borough in Hangzhou; and gives further explanation on why the farmer's real financing volition can not be reflected by the condition that he takes the cooperative medical service or not by a particular point of view on village's collectivity organization.Researches have found:(l) the number of family member, the economic status and the master's age didn't effect peasants' volition to join the rural medical cooperation sys tern and financing very much.(2) the higher the level of the farmer's education is, the more he understands the cooperative medical service, and the more he considers it is worthy of taking the cooperative medical service.(3) the research shows that the village's collectivity organization plays an important part on the abnormal phenomenon that demand of volition is less than the supply and there is positively correlation between the village's rate of taking the cooperative medical service and the village's property in proportion, while there is no remarkable correlation between the village's collectivity economic revenue and the village's property in proportion.In the end, combining with concrete cases, tests the conclusions of the research, and gives complementarity to the influence elements by analyzing the policyexecutants'specific actions, concluding that mistrust caused by histrical factor and failure in propagandizing this system have important effect on peasants' volition an d behavior. It is extended by analyzing the behavior of executor, macro layer is stresse d especially.Maintain the previous level of financing without peasant's strong volition, there is a long way to go until peasants endure all paying legalities, the timing to collect more money hasn't reached yet. The first and most important thing is to procure peasants' understandings.The coverage enlargement work should be undertaken in condition tha t peasants'volition has been considered, and then make a foundation for smoothing intergration of the Rural Medical Cooperation into urban insurance.
