The Medical Insurance System of our country was formed in 1950s, 20century, and in the new period of transforming planning economy into market economy, its disability is becoming obvious, impeding the pace of the reform of National Enterprises. So it is necessary and important to reform the Free Insurance System. The State Council decided to take a test at Zhenjiang, Jiangsu province and Jiujiang, Jiangxi procince, taking the model of social pool and personal account. The successful experience of the model has been extended through the county. Beijing executed the Basic Medical Insurance Principles of Beijing on April 1st, 2001, and up to the end of February 2003, 3890 thousand cuban workers have been involved.After the Cuban Basic Medial Insurance System was executed, hospital, the provider of medical service, confronts more pressure than ever. There is a deep gap between Chinese Medicine hospitals and comprehensive hospitals either in medical facilities, treatment level or in basic equipments, cost-benefit evaluation. As the coverage of Cuban Basic Medial Insurance System is being enlarged, this population will be the main part of those who come to hospitals for medical service. There must be an influence on the efficiency, quality and income of hospital, as well as all sorts of facets of hospital business.The Appointed Hospitals of Chinese Medicine are allowed to be chosen by all patients. So they can compete with each other more freely. This paper has chosen 25 Appointed Hospitals of Chinese Medicine. One hand, through the survey towards the provider and receiver of medical service, we can make a general look upon the change on conception and behavior of both sides during the course of medial service. On the other hand, by the quantitative analysis of the indexes of quality, efficiency and benefit etc, we can give a realistic and direct illustration and find the advantages and disadvantages of Chinese Medicine, which can help the Appointed Hospitals of Chinese Medicine find the right position in the future and develop their own traits and strengthen competency. At the same time, in the light on the problems urgent to be solved, we make some suggestion and countermeasure.
