Technology continues to evolve, more and more enterprises stand on the same level in technology, how to make your business stand taller and go further, according to other aspects of competition, became the focus of business managers. Human's power can cerates more interest than the technology some times, the human factor has been taken to an unprecedented level, "Success does not depend on what you know, but who you know."Establishment of Competitive Intelligence System and implementation of Competitive Intelligence activities no longer fully advocating technology first, but increasingly concerned about the ability of human activities, human communication skills. Employees'social network embedded business intelligence activities, employees'human resources became the enterprise intelligence resources, affecting business operations. In the fierce market environment, the human intelligence network on the competitive intelligence gathering, analyzing and utilizing, and business decision-making and operation, has extraordinary significance.Society is made up of people. Building human network and perfecting human intelligence networks need the theory of sociology support. This paper introduces social capital theory, in order to develop competitive intelligence research method. Social Capital theory has both systemic and also operational. The study's aim is that based on Social Capital theory, systematic analysis methods and the principles of construction and optimization of human intelligence network, promoting the effective integration of people outside the enterprise's social capital, to strengthen human intelligence network in the role of competitive intelligence activities.This paper is divided into six parts. The first chapter is an introduction to explain the background of this research and literature has been reviewed and abroad. The second chapter discusses the relevance of social capital content; including an overview of social capital, social capital and corporate competitive advantage was maintained. Chapter III analyzes the Human Intelligence Network from the Perspective of the social capital, including the human intelligence network of related content, competitive intelligence, human intelligence network of all links in the role of human intelligence in the network analysis of structural holes. In chapter IV, human intelligence network construction, based on social capital theory. including construction of human intelligence network, the difficulties faced by construction. Chapter V presented human intelligence network system optimization ,based on social capital, including competitive intelligence clearly meet the needs of key nodes, carding enterprises have social capital, mobilizing social capital optimize human intelligence network, human intelligence network optimization model. Chapter VI is the conclusion.
