In China, the "three rural" issue, namely agriculture, rural areas and farmers have a direct impact on further development of rural economy and society as well as China's prosperity and stability, to be the biggest obstacle to building a well-off and harmonious society in China, also to be the focus of public attention. The core of "Three rural" issue is increasing farmers'income, but since the late nineties of the 20th century China's farmers'income growth dropped significantly. Many scholars in foreign and domestic believe that the slow growth of peasant income in China is mainly because of excessive numbers of agricultural labor, so the effective transfer of agricultural labor force will conducive to substantial increase in farmers'income.Shaanxi Province as a relatively backward economic and social development of inland agricultural province, how to speed up the pace of increasing the farmers'income and solve the difficulties in Transfer of agricultural labor force has become the best important problem to solve the "three rural" issue in Shaanxi Province during the new period of building a moderately prosperous society. However, whether the transfer of non-agricultural employment will promote growth in peasant income or not and how much contribution rate on the transfer of agricultural labor force to farmers'income are the two focuses of this paper to explore. This article is divided into the following six main sections:The first part is an introduction, the main topics of this part discusses the background and significance of why select this title, research objectives and methods as well as possible innovations of this title.The second part summarizes research status in domestic and foreign. This part mainly summarized the three areas of research on transfer of rural surplus labor force in nonagricultural employment, increase of farmers'income as well as the relationship between transfer of agricultural surplus labor force and increase of farmers'income.The third part overviews the current situation of agricultural surplus labor in Shaanxi Province. Firstly, this part defines concepts as agricultural labor, agricultural surplus labor and migrant workers. Secondly, this part uses the method of planting reckoning of per worker to measure the scale of surplus labor in Shaanxi Province, obtains the transfer number and transfer rate of rural surplus labor eventually.The fourth part overviews the current situation of peasants' income in Shaanxi Province. This part from changes in the number of peasants'income, the structure of farmers'income, the gap of urban-rural income and recalling the process of farmers'income analyze the situation of peasants' income in Shaanxi Province.The fifth part estimates the contribution rate of transfer on non-agricultural employment to farmers' income in Shaanxi province. First, this section obtains the linear equations of the peasants'income in Shaanxi Province and the various factors which affect the farmers' income using SPSS factor analysis, and then uses the method of calculating the contribution rate to obtain the average contribution rate of the transfer on non-agricultural labor force to the growth of farmers'income in Shaanxi Province.The sixth part is the conclusion and the policy suggestion. The average contribution rate of transfer on non-agricultural employment to farmers' income in Shaanxi province from 1995-2007 years is 13.7497percent. The higher contribution rate shows that the transfer on non-agricultural employment is a key factor affecting farmers'incomes growth. Thus propose the following policy recommendations:the key to increase the Shanxi Province farmers' income lies in the agricultural population shifting to non-agriculture, namely speeding up to shift the agricultural surplus-labor to non-agricultural production and the cities, therefore must reform the household registration system, eradicate the dual economic and social structure between city and countryside, improve the rural social security system, clean the barrier for shifting the agricultural surplus-labor to non-agriculture, at the same time, strengthen labor force training to improve the farmers' quality, accelerate the pace of rural enterprise development and urbanization, enlarges financial transfer payments to rural areas for providing policy support to shift the agricultural surplus-labor to non-agriculture, and then increase farmers' income as well as promote the people's livelihood in Shaanxi Province.
