Xi'an Sustainable Urban Development Comprehensive Evaluation And Comparative Study

"Sustainable development" has become a basic human consensus. How to achieve "sustainable development" and what connotations it including have been a highly controversial topic. Because city has become the basic essential fulcrum for social progress and economic growth, and urbanization is the one of the main themes for regional development, so more and more scholars and research institutions have began to study the sustainability of urban development. For developed countries and regions, their city's economic growth is no longer based on the loss of social fairness and the environmental damage, and they are no longer trapped in a "city disease" to find out the solutions, so the essence of sustainable development for them is to protect the lasting harmonious and healthy development in future. But for the backward countries and regions, the sustainable urban development means that the "urbanization" can be successfully carried out, the development of urban and rural areas can be coordinated, at the same time to avoid the problems of excessive urbanization.In this paper, the research object is Xi'an sustainable urban development. Xi'an has a long cultural history, a solid scientific technological strength and talent, and the good foundation for urban development. However, after the reform and opening up, Xi'an has gradually lagged behind those cities in the southeast coastal areas. Xi'an can reflect the similar development course of many cities in the western and north-east area. Therefore, for the case of Xi'an urban comprehensive evaluation of sustainable development does not undermine the representativeness of the study conclusions.This paper is based on sustainable development and urban economics theories. Drawing on previous research results and combining with the current situation of Xi'an, I have selected 51 indicators from the urban system in different point of view to build up the evaluation indicator system and the evaluation models for Xi'an urban comprehensive evaluation, using principal component analysis method, AHP, as well as a variety of mathematical methods such as DEA. From the "time series" angle in terms of development in Xi'an, I analyzed the 10-years sustainable development level, and from the "horizontal comparison" point of view, I selected other 18 representative cities in china to do the comparative analysis of the sustainable development level and development capacity. Finally, depending on the evaluation results and the sustainable development problems in Xi'an to raise some policy proposals, such as pushing the economic development, valuing the ecological environment construction, basing on the people-centered harmonious development, focusing on the capacity-building in city and so on.
