Since reform and open-up, regional and era-typical "Wenzhou mode" economy has gained great momentum with industry cluster development of private enterprises and caused great influence nation-wide. In recent years, acceleration of Wenzhou economy has rapidly declined, which is caused fundamentally by the lack of innovation of industry clusters, which leads to stagnation of technology, slow industry upgrading, extensive economic growth. To promote innovation and up gradation of clusters, it' s significant to integrate various resources, improve learning and cooperation through geographical concentration or approximation, and to build "cluster industrial park" from the perspective of industry correlation rather than image effects.Out of concern for the sustainability of economic development in Wenzhou, the paper endeavor to explore the innovation potential of industry clusters by private enterprises. After an in-depth empirical analysis of experiences by successful building of industrial parks in the world, which may offer inspiration for local construction, there will be comparison between industry cluster and industrial parks with respective features as well as theoretical argument for cluster industrial parks followed by the interpretation of the notion of "cluster industrial park" . After that, there is a comprehensive analysis of the innovation capacity of Wenzhou industrial parks with concerns for innovation of technology and system as well as regional subculture, which comes to the conclusion that limitations originate from lack of cluster system and innovation atmosphere besides regional culture genes and approach dependence by traditional private enterprises.Detailed analysis and dissection will be done on two characteristic industrial parks, which follow the pattern of cluster industrial park, form multiple perspectives.
