The rapidly growth of Asian based manufacturing and the advantage of the production cost at this region attract not only more and more international companies to come to Asia to set up manufacturer base but also set up international procurement office in order to reduce the material cost and improve the product competence. With the raising market competition it's essential to more effectively managing the supplier base and consolidating the procurement resources in order to have enough buying power and further improve the negotiation capability, sourcing capability and faster reaction to the market.The paper does a solid analysis and research on optimizing procurement resource management based on the practice of Asia Pacific electrical procurement at EM company. It focuses on how to improve the procurement resources'consolidation and management process, and then come out the strategy to improve the resource management and create the frame of procurement management system in terms of information sharing.Chapter I briefly talk about the history and future trend of procurement management theory, and point out procurement strategy has been part of corporate strategy based on more and more important impacts to the corporate. With that the qualification of procurement staff is getting higher. Charpter II introduces the current facts of EM company and the characteristic of electrical purchase as well as the difficulties or challenge facing at Asia Pacific. From that it's necessary and urgent to enhance the procurement resources management for Asia Pacific electrical.Chapter III mainly focus on how to build up the long term relationship and cooperation with the preferred Asia electrical vendors, designs the supplier consolidation strategy, preferred suppliers selection strategy and early supplier involvement strategy as well as vendor management inventory strategy. The aim is to find the right suppliers and build up long term partnership.Chapter IV describes the necessary to build up the unique and commutative procurement information network in order to effectively manage the resources of all the divisions and come out the joint buying power. The company should have the standard information flow and build up the supply chain management system based on ERP environment.Chapter V analysis how to enhance the core value and competence for Asia Pacific electrical team. It's the key to build up a capable procurement team and re-organize the team based on the commodity. At the same time, in order to keep the long term and consistent contribution, it's the must to have the effective audit to the procurement team.At the end Chapter VI make a summary for this paper.The key characteristic of this paper is to closely integrating with the author's actual practice. It's expected to give some reference and certain guidance for any international procurement office to improve the resources management effectively.
