The rural migrants play an important role in our industrialization, butin the real life, the value of farmer-labors has been neglected, especiallyin the income distribution field, rural migrants' wage has a largedeviation against their factul value. It become a focus that who decidesthe rural migrants' wage. Based on a systematic reviews on the wage decisionthoery research and the rural migrants' wage problem research, we usethoery analysis and empirical analysis in this paper to resolve twoproblems, one is who decides the rural migrants' wage in macroscopicperspective, the other is which affects the differences of the ruralmigrants' wage in microscopic perspective.In the "Lewis—Fei—Ranis" model, the rural migrants' wage level isa little behind the institutional wage (Subsistence Wages), and inpractice the institutional wage of rural migrants in china appearsminimum wages standard which maked by the local government and theenterprise. From the practices of minimum wages institution in Shenzhenand Baoan, we can find that minimum wages standard has a significanteffect on the rural migrants' wage, and the adjustment of low-wage standardtake more attention to the enterprise' s interests, so it did not changethe low level state of the rural migrants' wage.And then, we also use the statistic data of enterprise employments inGuangdong province to study the differences of rural migrants' wage inmicroscopic perspective. The empirical results show that the human capitalfactors such as age, local working time, enterprise working time, educationdegree, skill degree are significantly related to rural migrants'wage, these show that majority of rural migrants work in the highmarketization departments, and the rural migrants market also has a highmarketization. But from the related coeffecients, we can see that factorssuch as age, local working times, enterprise working time have a little affluence on the level of rural migrants wages and factors such aseducation degree, skill degree have great effects on the the level of ruralmigrants wages, these results also indicate that the invest-return ratioof education and training is higher than the invest-return ratio from theexperiences. Comparing to the urban labors, the invest-return ratio ofthe ducation degree and skill degree to the rural migrants is moresignificantly, this outcome indicates that the invest-return ratio ofeducation and training to the rural migrants is more than it to the urbanlabors. In the empirical analysis we also find that the factors such assex, working areas have take a significant role in the rural migrants'wage, and the affectal degree of sex, working areas to the rural migrantsis larger than to the urban labors'wage, it also displays that there existsa barrier in the rural migrants marker, although it has a highmarketization.In our empirical research, we also discover that the marketization ofthe job research is significantly positive to rural migrants wages, butthe related coeffecients is minor, and also smaller than it to the urbanlabors, these results shows that the information construction of the ruralmigrants market is very low.
