Industrial Organization And Regulatory Reform Of China's Civil Aviation Industry

The development of the nature monopoly industry has been focused from all perspectives especially from theorists in recent years. The way to improve it will be the focal point for our government to push forward economic structural reforms in the future. Our government had already successively carried on the comparatively deep system reform to natural monopoly industries, such as the electric industry, telecommunication industry, etc. Chinese Civil Aviation Transportation Industry (CATI) as a nature monopoly industry, its further system reform also seems urgent.This paper proceeds from industrial economical characteristic of CATI, takes SCP form in the industrial organization theory as the basic analysis frame, investigates the industrial organization condition of CATI, analyzes the competition and regulation condition of CATI with the real diagnosis analysis method, and points out the development tendency of CATI further.Chapter 1 carries on the outline to CATI. At first, describes the development of CATI in recent years, then analyzes economic characteristics and technological characteristics of CATI, and states economic characteristics' influence and decision affects on monopoly and competitiveness industry's nature. Chapter 2 mainly analyzes the industrial organization situation of CATI from three respects of market structure, market behavior and market performance; and points out that CATI has entered oligopoly competition stage. Chapter 3 carries on the real diagnosis analysis to the regulatory reform of CATI in term of interacting with industrial organization and government regulation. Chapter 4 states the development tendency of marketization and privatization of CATI, and further explains the relation between them.The innovation of this paper lies in: First, combines industrial economic characteristics of CATI, such as economies of scale, economies of scope and economies of network, etc; states economic characteristics' influence and decision affects on monopoly and competitiveness industry's nature.
