This paper studies the planning of prime farmland protection of yao'an county. Applying a case in yao'an county, yunnan province, geographic information system as fundamental technology and agricultural land classification and gradation results as quality standard. It provides quality standard for selecting farmland into the prime farmland, and also provides technology and experience for the application of agricultural land classification and gradation results and basic farmland protection area planning.First, the thesis introduces the implication and meanings of culitivated land and prime farmland,analyses the status and potential of farmland utilization in yan'an county in the terms of quantity and spatial distribution,generalizes main problems existing in the utilization of farmland. According to the prediction of the food demand and the lossing and increasing of culitivated land,the area of culitivated land and prime farmland of yao'an county in 2020 was forecasted. And the goal of prime farmland protection of yan'an county in 2020 was determined.The core of this study is the decision-making model of selecting cultivated land into prime farmland,which involves two logical correlated parts:ranking cultivated land synthetically,selecting cultivated land into prime farmland.According agricultural land classification and gradation results, the indicator system of prime farmland evaluation was builded by an overall consideration of various factors which affects the quality of culitivated land such as natural condition, infrastructural facilities condition and location condition.lt determined the weight of each indicator by the method of combining of subjective and objective and obtained the value of indicator from data by geographic information system technology. Cultivated land was ranked by the weighted average method. Selecting cultivated land into prime farmland is the process of determining every cultivated land plot whether being selected into prime farmland according to the ranking results and the quantity of prime farmland. Based on the decision-making models and integrating with GIS efficiently,the result can specially show in the map and was export.The paper introduced ArcGIS, the professional management flat of geographic information, basing on the theory of cultivated land quality evaluation. Used ArcGIS Engine components tools, by the ArcObjects object, in the Visual Basic environment, it designed and accomplished a GIS-based prime farmland spatial distribution system.At last, the paper took yan'an country of Yunnan province as an example and applied the system into practice to test the accuracy of the system.
