Assets are important resources in universities. The optimization of assets is the pressing problem in current situations faced by universities. Industrial Engineering is one of the most important system optimization technologies. This paper discusses the feasibility to apply technologies of IE into the university assets management, aims to improve the assets management from the view of the whole management system. After discussing the problem of university assets management and the application of IE, the system of applying IE into university assets management is built up, where the flow management is carried out, and effective estimate on assets management is done to optimize the assignment of recourses as well as the share of the information. The paper consists of seven chapters, whose body contents are summarized as follows:Chapter 1: discuss the general situation of the university assets management, and point out the main problems inside; then analyze the actualities of the application of IE into the university assets management, as well as the significance of studying this topic; at last present the main framework of this paper.Chapter 2: discuss three aspects of IE: the core knowledge, fields of the knowledge referred to, and the methods and tools for applying.Chapter 3: formulate models of university management, university assets management and management processes of 6 kinds of assets respectively; at the same time, analyze characters of university assets management from the view of IE.Chapter 4: establish the system of applying IE in university assets management, include the performance evaluation system of assets management based on 8 indexes of utilization ratio of equipments and public houses, benefits made form assets education and so on, and present the methods of confirming the values of indexes and their weights based on fuzzy comprehensive evaluation and set-valued iterative algorithm; then build up the TPM of university equipment; at last, rebuild the process of university assets management using BPR.Chapter 5: design assets management system's chart of Zhejiang University of Technology based on the concept of IE; then construct the collectivity demand model and all subsystems' demand models, also the work flow model of the campus construction and the frame of the item.Chapter 6: complete the design in the mass and realize the system at last. Summarize the characteristics of system design; introduce the system realization step by step according to every module.Chapter 7: summarize the main results of the paper, and look forward to possible studies could be done further.
