Under Market Economy Conditions, Pudong New Area Drainage Study

Pudong New Area , since the reform and opening up, urban infrastructure construction, environmental appearance, the quality of the people have been greatly improved, the city's drainage pumping stations, drainage pipes, and other facilities have developed rapidly. At present, the region has a rain of about 140 sewage pumping station, rain water pipes more than 2000 km in length, drainage infrastructure has been ranked the size of the national forefront. However, the Pudong New Area in the management of water still to be further optimized, such as uneven distribution of urban and rural areas, city management attention, but Rain sewage gaps still exist in many rural areas and sewage is directly discharged into the river; the phenomenon of rainwater and sewage flowing mixed is serious; the effectiveness of government services is not strong; monitoring and management control is not strong.With the rapid development of socioeconomic, environmental protection has become increasingly important. In 2005, Pudong has passed the check and acceptance procedure for national environmental protection model cities, and then made the goal of giving priority to environmental protection, establishing the national ecological city. One of the major tasks is to improve the water quality of the environment, vigorously promote the sewage pipe satisfied, and eliminate black-odor river, to ensure that the sewage treatment rate is satisfied control more than 80% in 2010, so more important to strengthen the management of drainage.The text have studied the status of the management of Pudong drainage, and analyzed the problems , learned from the research results at home and abroad, the use of new public management theory and the theory of social intermediary organizations to find out the current water management in Pudong, the essence of the problem is that the existing management led dominated by the executive, leding to the effective performance of service supply, can not meet the Pudong development requirements of market economy.In response to these substantive issues, the article put forward a new drainage management, transforming government functions, stepping up monitoring efforts , using the effective participation of social forces to improve the effectiveness of the management of drainage, to ensure the safety of flood prevention and improveing the level of public services, to meet the requirements of a new system and the protection of the water environment.
