It is generally agreed that delay in the air transportation system will become intolerable if aviation capacity is not keep pace with increasing of demand. And the objective of air traffic flow management is to maintain a high level safety and efficient use resources of airspace and airports by regulating the flow of traffic, balance contradiction between air traffic demand and airspace capacity, in order to reduce delay. In order to reduce delay and minimize the cost of delay, takes sigle airport ground-holding models and sigle airport and air corridor ground-holding models in terminal area and airway area. Three problems related were mainly discussed as flowing in this research.Firstly, in this paper systematically estimate the influence of weather uncertainty, air traffic management, ground-holding decision ,ground-holding models. Then, focus on the types of ground-holding models, sigle airport static ground-holding Richetta model and multi-aiport ground-holding BS model.A challenge for air traffic management is the weather uncertainty. The thesis mainly discussed the question, assumed conditions, models, objective function, constraints of single airport ground-holding model and single airport and air corridor ground-holding model. Look the weather uncertainty as a series of capacity scenes. The solution in this paper provides a dynamic routing strategy for an aircraft to minimize the expected delay. A significant improvement of delay is obtained by using methods in the paper over the traditional way.Because influenced by destination airport and the air corridor, the thesis mainly discussed the capacity scenes of the two areas and found optimization ground holding policy among polices executed on flights in the network of airports, and further gain the minimum cost of delay corresponding to the optimum ground holding policy.
