Jinan City, The Eastern Region, The Rational Allocation Of Water Resources

The problem of water resources has gained the whole world's common attention. Its basic cause lies in that it not only influences and restricts the sustainable development of modern society, but also will become the first problem of global resources environment in the 21th century, which directly threatens human's survival and development. The problem of water resources in China has become more serious, as follows: the conflict of supply and demand has become acute;the crisis caused by the quality of water is larger than that caused by the quantity of water;the change of water's right from the countryside to the urban has become serious, the right of water has been a serious problem;the problem of eco-environment caused by the exploitation of water resources has become more serious.The city of Jinan is the capital of Shandong province, the center of politics, economy, culture, education and high tech industries in Shandong, and one of the vice-provincial-level cities and the coastal open cities. At the same time, Jinan is also one of the northern cities serious lack of water. With the rapid development of social economy, the continual expansion of city's size, and the rapid increase of the water's quantity used by economy, agriculture and citizens, the conflict of water's supply and demand becomes more and more serious. Especially in the east, there are so many industrial and mining businesses, and the citizens and industries wholly use groundwater. Now over 3,000,000 steres per day groundwater is exploited in the east. Because of groundwater's over-exploitation for a long time, about 300 square kilometers groundwater descents and forms funnels. The depth of water reaches about 20 meters in the center of funnels, which brings about fountains drying up, the ground caving in, the wasted water soaking into the ground and a series of other environmental problems.The east is one part of Jinan's urban areas. In hydrogeology, the east part is a separate system, and at present, the source of water is single in the east, which takes great influence in the perennial spewing of groups of springs. Therefore, the east is considered as a system to study in. According to the theories of sustainabledevelopment, first, this paper analyses the problems of water resources in Jinan and China. Secondly, it counts the gross of water resources in Jinan and its east, surveys the situation of water's supply and analyses the actuality of water resources' exploitation in Jinan and its east. Thirdly, according to the planning of economic and social development in Jinan, it forecasts the demand of water in Jinan and its east. Fourthly, on the grounds of exploiting stratagem of both protecting springs and supplying water in the urban, and the principles of reasonably exploiting and utilizing local water resources, actively utilizing the surface water, strictly prohibiting the over-exploitation of groundwater, actively piloting and utilizing the water from the Yellow River, and enhancing the disposal of wasted water and cyclic utilization, it forecasts the quantity of acailable water in the urban and its east. Fifthly, on the basis of former chapters, it gives the equilibrium analysis of supply and demand of water resources in the urban and its east. Finally, according to the result of equilibrium analysis of supply and demand, it puts forwards countermeasures and steps for the reasonable deployment of water resources in the east, and thereby the layout of exploitation and utilization of water resources in Jinan will be optimized, springs will perennially spew and the construction of eco-environment will gain great promotion.
