With the rapid development of civil aviation, it must be handled from the traffic flow level to utilize the airspace efficiently in order to satisfy the increasing demand. Except for the algorithm research, the most urgent need is a platform on which these algorithm could be tested, and a practical tool by which the management of traffic flow could be implemented. The Air Traffic Flow Management (ATFM) Information System mentioned in this dissertation is a tool for that purpose.The documents for analysis and design of the information system are included in this dissertation according to the rules of software engineering, it defined the outside environment and inside restriction of the system, at the same time, made a system frame and a blue-print for its implementation. Some critical problems in system implementation, such as the design of the database, the rules for group decision making, the choosing of algorithm, etc, are discussed with proposition.A software named Rational Rose was used in the analysis and design as a modeling tool, most of the graphs in this dissertation were made with reference of RUP (Rational United Process). In addition, the later part of the dissertation also provides the documents for software development and proposition for further development.
