West region is vast, sparsely populated and have small economic gross, which makes western rural roads have low traffic and long travel distance. Low cost highway could adapt better to the traffic characteristics and alleviate the contradictions between of large scale of construction and lack of money.Because of low technical standard and limited construction fund, the constructions of many rural country roads just use the cheapest materials, the simplest tools and technology.This paper summarizes typical pavement structure based on the survey analysis of four provinces rural roads and according to the characteristics of the local traffic and climate, it develops the structure design of test road, then it determines the material mixture ratio. In accordance with different structure it studies the implementation process and tests the performance. It shows that every square meter cost of liquid curing agent of soils basic is at least 1% lower than conventional lime-treated gravel base course. And compared with cement lime-treated gravel base course, it reduced at least 1-4%. The laboratory test and test road curing effect of four kinds of cuing agent stable gravel soils base course shows that the application of solidification soil technology in rural roads is feasible. If the technology of curing agent stabilized base course is applied correctly in low level village roads, it could greatly reduce the construction cost of rural roads and also generate great economic and social benefits.
