The Qinghai-Tibet Highway is playing a pivotal role in the national economic construction process, it is shouldering significant duty that cargo circulation of inland and the Tibet, linking up the area which between Tibet and inland the class, the energy and the value flows. The data is managed difficultly because of the time of Qinghai-Tibet Highway is long, people changes many, the achievement and the data obtained widespread. So, it is an urgent need for a good graphical and data analysis system to be designed to help managers and staff manage and research for those data. With the development of science and technology, it leads to rapid development of the whole highway industry because of GIS for the domain. The complex huge skeleton and expensive price of traditional GIS software cause redevelopment difficultly, and COMGIS becomes the mainstream of GIS redevelopment rapid. It is a necessity to apply COMGIS to highway domain.On the basis of analyzing multi-years research effort of Qinghai-Tibet Highway, the paper approaches the clue that designing and realizing the Highway management system. The aim of paper is to erect a database with highway, geology, frozen soil, temperature etc, and to realize manage, query, analyses etc.It was a sort of inexorable trend that apply GIS to highway domain after researching the status of GIS apply to highway and the Qinghai-Tibet Highway. We did demand analysis and set a basic structure for the system, then designed and realized the system.I researched COM technology, especially MapX component. I finally decide to use VB combining of MapX component mode to precede the system, after contrasted three main GIS component and analyzed the advantage of Maplnfo series of products.Data is the hardcore of GIS, its quality largely decide whether the system is erected success or not, Therefore researching for GIS data quality is important. There are many theory researching for GIS data quality, but have advantage in one respect. In this paper, I put forward inversion theory assessing GIS data quality, gave respondence solution for different problem. This is a new clue to research for GIS data quality.
