Study On The Government Bahavior Of Complex Technology Innovation Based On The Institution Theory

Complex technology innovation is an available method to survive, develop and improve international status under the sharp international environment, and which is a lifeline related to a country's ups and downs.All the time, institution is"bottleneck"that restricts complex technology innovation of our country. How to handle this"bottleneck"and quickly improve the ability of complex technology innovation becomes an urgent problem that we should solve currently. Therefore, we cry out for study complex technology innovation based on institution theory. Government as the supplier of the institution, it takes an important role in complex technology innovation. Government establishes what institutional arrangements and adopts what institutional arrangements to promote complex technology innovation, which directly relates to the international status and competiveness of our technology in the future.The thesis takes the complex technology innovation as the starting point, studies the government behavior affected the complex technology innovation according to the relationship of complex technology innovation and government based on the institution theory. Firstly, the thesis sums up the studies of complex technology innovation at home, and abroad and introduces the correlation theory. Secondly, it analyzes the internal and external institution affecting complex technology innovation, then takes an emphasis on study on government behavior in complex technology innovation based on institution theory and proves the viewpoints above through using three classic cases. Last but not least, it studies the policies for our government to promote complex technology innovation according to the actual situation of our country.This thesis finds that, complex technology innovation has a close relationship with institution, and any complex technology innovation carries on in special institution. Government as an institution is an important factor affecting complex technology innovation. Government can adopt a series of concrete institutional arrangements such as venture capital policy, law institution, procurement policy, science and technology talents policy and fiscal and tax policy and so on, to promote the complex technology innovation.
