At present, along with the rapid development of industry clusters and enterprise networks around the world, relevant research topics are of great concern in the academic world , forming the industrial cluster theory, organizational strategy theory and social network theory. But as for the status quo, action mechanism of the current network structure,in the organization are not clear; network research is based often on static analysis, while lacks dynamic studies.For cluster development and related research problems, this paper studied this entity of the cluster unit in a realistic and competitive business environment, and then discussed the micro-mechanism which generates industrial clusters performance and maked clear the effect of network structure attributes in the development of the cluster network efficiency. This paper using the UCINET measured network structure attributes through the national tax database system and meanwhile using the EViews empirically tested the theoretical model, which is to a certain extent ground-breaking in enterprise networks and the empirical paper of Industrial Clusters.Through theoretical discussion and empirical analysis, this paper reached the following findings:First, the development process of the performance enhancing of the cluster is based on changes in the enterprise network dynamic capabilities. Corporate network is the main industry cluster networks.Enterprise network dynamic capabilities, namely, the capacity for accessing corporate network resources, for allocating resources and for integrating resources promotes the cluster efficiency. What this cluster practice enlightes is that cluster efficiency depends not only on the outside strength of the cluster, but also depends on internal strength of the cluster.Second, enterprise network structural characteristics has an important influence on the development of the network dynamic capabilities. Among them, the network density has a positive impact on capacity for allocation and integration of resources, thus helping enhance the performance of the cluster networks;while network equivalence, the network resource allocation capability and resources integration capability has a significant negative effect in capacity for allocation and integration of resources ,which will adversely affect the performance of the cluster. Therefore, combination analysis of the properties of the network structure and network dynamic capabilities is to a certain extent conducive to a clearer understanding of mechanism in the cluster development.Third, the study shows that, if the corporate network density and capabilities for network resources match with each other, then the positive effect of network density on the cluster efficiency will be able to be further enhanced. Because the density of the network may bring on an potential locked effect of clusters and a closed network, this will prevent network access to external resources. Therefore, how to increase the network capacity of resources in dense network will be the key to improving the efficiency of the cluster. In this regard, strengthening the extensive contacts between enterprises within the enterprise group and broadening access to sources of external resources are an effective way to improve cluster efficiency.Fourth, the paper finds that the corporate network reciprocity has the negative impact on the cluster effect imposed by allocation and integration of resources.Thus, by weakening the corporate network on the other cluster, we can achieve the adjustment of network resources such as network configuration and integration of dynamic capabilities, thus achieving the purpose of improving the cluster efficiency ,and the cluster network enterprise's healthy and harmonious and orderly development.
