Characteristic of their double identities as peasant and worker, the migrant workers are indispensable part in the corporate industry teams. On basis on other documents and considering a Japanese manufacturer as a case, this article construes the relationship between the corporate training and migrant workers'individual development and the feasibility of the intervention of public polices through research study, survey analysis and individual interview. The points are as below:1,analysis on the key tendency of current corporate on the on-job-training development for migrant workers and relating typical problems and confusion during the development process;2,analysis on the general tendency of migrant workers on their own ability development and plan in the advanced manufacturing Industry and relating typical problems..Through systematically reviewing the feedbacks on the above two points, this article does research and analyzes on the feasibility of the intervention of public policies on the on-job-training for internal migrant workers and raises executable suggestions, especially on the discrepancy between the corporate managers and migrant workers on such as lack of pre-post training, lack of basic citizen quality training and lack of ongoing training.On the agreed parts including upgrading the job skill training, this article does research in detail on how to adopt better ways of organizing training, practicing training and collecting training feedback to maximize the effectiveness for both the corporate and the migrant workers. And it also provides the solution such as setting up scientific training modes and rich training forms on those divergent parts unable to be solved by the intervention of public policies including the unequalized training content and the effectiveness of the corporate culture training.By quoting actual cases, this article proposes detailed suggestions on the content, form, encouragement and feedback of training on how to build up a benign interaction between the investment of the company and the individual development of migrant workers. Also it particularizes on the plan on the direction, content and the interaction form to make up and practice a more effective public policy system. This article believes the current internal migrant worker training focuses on the corporate human resource development for the new industrial workers and is in close accordance with external public policies. Can migrant workers realize their career dream only in the harmonious environment built up by external government and internal corporate.
