The High-tech Zone is the important base for high technology and industrial development of the country. At current, most of the competitive high-tech enterprises gather in the High-tech Zone. The High-tech Zone provides a platform for the development of the enterprise, the human resource (HR) is the critical moment for the development of high-tech enterprises. It is the critical resource; the development of human resource is the most important role for the rapid development of the high-tech enterprises. If the enterprises pay importantly attention to the development of human resource, it will get sustainable and competitive advantage.The paper is aimed at analyzing the current statement of HR training of high-tech enterprises in Taiyuan High-tech Zone, deeply analyzing the effective need of the HR training, gathering relative materials by the method of questionnaire investigation, and then analyzing the current problem and applying for the "club" style strategy by the current statement, lastly setting up the operative plan. It is better to the HR development.The main contents of the paper have five parts. The first part is preface, mainly introducing the study purpose, the study of current statements at home and abroad, the main contents and methods. The second part is the basic theory of HR training, mainly introducing the definition and content, the representative modal of HR training. The third part is analyzing the features and current statement of training in high-tech enterprises. The fourth part is analyzing the choice of HR training strategy, mainly introducing the limitations of the HR training strategy; the High-tech Zone provides the possibilities for enterprises'training; the raising of the "club" style strategy. The fifth part is the implement for the "club" style strategy of high-tech enterprises in Taiyuan High-tech Zone, mainly introducing specific measures and detailed plan, including five steps. The first step is laying down the training target; the second step is initiating the learning atmosphere for "club" style strategy; the third step is setting up and carrying out the training content; the fourth step is scientifically estimating the training effect; the fifth step is avoiding the risk of "club" style strategy.
