With the environment growing more deterioration, governments have legislated and formulated policies for protecting environment, reducing the emission of pollutants and lowering the Environmental Loss. Currently, the Chinese policy on discharging pollutants of power plant is a nationally unified Pollution Charge Standard (PCS), which have some shortcomings:(1) charge standard is very lower than Environmental Value of pollutants; (2) the PCS do not cover CO2; (3) the PCS do not take into account regional differences; (4) it exist a gap in comparing the requirements of enegy-saving and emission reduction with PCS that promulgated in 2002.Considering the shortcomings of existing Pollution Charge System, an environmental value model of pollutant based on the cost of prevention is proposed in this paper, and calculated the the EV of main pollutant, Besides, an Environmental Impact Assessment (EIA) model of generation dispatch is presented in this paper.Finally, a calculation example is given to analyze the difference of Environmental Loss in different dispatch mode, the results of analysis show that the Environmental Value of pollutant is better than purely Pollution Charge Standard to promote the generation enterprises to reduce the emission of pollutans, and further demonstrate the EV of pollutant that presented in this paper is reasonable and feasible.
