The Eastablishment And Perfection Of Chinese Food Recall System

Food recall system originated in the United States, Canada and other developed countries, in order to balance the interests between consumers and enterprises, ensure food safety, and decrease the cost of enterprises'food recall. While the food recall system in China has emerged relatively late. The promulgation of "food safety recall regulations" marked the formal establishment of China's food recall system. But as a departmental regulation, it is inferior in validity, and could not build up a comprehensive food recall system. The enactment of "Chinese food safety law" established safety supervising system, the food safety standard, food producing management, the dealing system of safety accident and food recall system, yet the relevant implementing rules still need to be improved.In this paper, basic theories on food recall system is firstly elaborated, which includes the definition, classification and the importance of establishing food recall system. Secondly the experience and enlightenment of setting up food recall system in developed countries are analyzed. Thirdly the achievements and drawbacks of current Chinese food recall system are summed up. Finally the proposals and countermeasures of completing and improving Chinese food recall system are put forward, which include:establishing and perfecting the relevant legal system in China, adjusting the supervising system, building up food traceability system, introducing food recall insurance system, establishing enterprise credit system, creating food recall data system, implementing food quality standards system, and so on.
