Since the reform and open policy, our country rural surplus labor transfer has made great achievement, both in theory and in practice. However, the transfer of rural surplus labor force is a long-term complex process, is influenced by political, economic, and social factors, and so on. In different period, it has different characteristics and different problems. Presently, there is such a phenomenon:On the one hand there is the numerous of rural surplus labor in the countryside, once the emerging stranded city, form "Migrant worker flood". On the other hand there is "migrant worker shortage" in developed regions.This essay is just inspired by this phenomenon and the author think the transfer of rural surplus labor force as a dynamic process. Firstly, the author analysis the transfer of rural surplus labor force s concept and quantity, reviews the rural surplus labor historical process, from 1949 to 2008, and analyzes the characteristics in each stage. Secondly, the writer analyze the dynamic mechanism and influence factors in the transfer process, that is to say, what is the dynamic mechanism? what is the impacted factors?Overall, this paper use the qualitative analysis and quantitative analysis method, by Mirroring the relevant formula and the measurement model, define the concept of "surplus" and "transfer" and the number. Besides, the writer make quantitative analysis on some representative related factors in the transfer process of rural surplus labor, and explain the reason of "migrant worker shortage". These are also the focus of the content of this article.
