Scientific and Technological Small-Medium Sized Enterprise (Tech SMEs) is the economic entities of knowledge and technology-intensive, which regard knowledge as the most important capital and consider the efficiency in the use of knowledge and innovation capability of enterprises as an important support for the survival and development. The level of efficiency in the use of knowledge depends on the degree of knowledge sharing; the level of knowledge-sharing enterprise determines the sustainable development of enterprises. At present, Tech SMEs in China become an important force for economic growth. However, the knowledge-sharing situation of China's Tech SME is not optimistic, restricted its further development. So, research on Tech SME'internal knowledge sharing, from the perspective of Human resources management to enhance the level of knowledge sharing, improve the innovative capability and competitiveness, become the main problem we resolve in this paper.This paper from the perspective of human resources management to explore ways to enhance the level of SMEs'knowledge-sharing. Based on analysis the enterprise knowledge-sharing literature at home and abroad. The paper defines the scope of this paper, the conception of SME, knowledge sharing and human resource management, and then analyzes the characteristics of Tech SME, developing situation and the situation of knowledge sharing in detail, which argues that Tech SME is in great need of improving the level of knowledge sharing.At the same time, this paper according to the analysis of Tech SME through the human resources characteristics and implementation status of human resources management, the author finds that the reason of low level of Tech SME knowledge sharing lies in the apart between the enterprise knowledge-sharing activities and human resource management activities. Based on the current situation of Tech SME knowledge sharing was related to qualitative analysis and quantitative analysis, Found that knowledge-sharing activities disrupted because the three factors:(1)The main factor of knowledge sharing is knowledge staff. Employee's lack of enthusiasm to participate in sharing knowledge in Tech SME, it represents in the following aspects:Knowledge workers are unwilling to share their unique knowledge out of their own interests. Due to the professional division of labor and the limited fields of staff confront, the lack of knowledge-sharing capabilities happens easily. Under the environment of lacking perfect mechanisms and security in the enterprise, result in a serious lack of trust between employees, so the staff are afraid to share knowledge.(2)Environmental factors of knowledge sharing. Enterprise's incentive mechanism, organizational structure and corporate culture and the other environmental factors affect the conduct of enterprise knowledge-sharing activities:Lack of sound and long-term incentive mechanism for employees to provide incentives and security for knowledge sharing behaviors. The tedious organizational structure leads to the over length of knowledge transmission chains, frustrating the employee's initiative to share knowledge. Lack of corporate culture results in the stagnation of knowledge-sharing activities.(3)Channel factors for knowledge sharing. Some techs SMEs lack the appropriate information technology tools and communication platform, lead to the lack of necessary means and channels to conduct knowledge-sharing activities.Finally, based on problem analysis, this paper introduces the human resource management countermeasures that proposed to improve the level of Tech SME'internal knowledge sharing:(1)Knowledgeable staff:Through reasonable planning and creating knowledge groups to staff, it will enhance staffs approval and trust of the enterprise, which will enhance the staff's will of sharing. According to the cross discipline and interdisciplinary training, it will settle the problem of employee's unwillingness and difficulty to share knowledge.(2)From the perspective of shared environment, the improvement of shared environment contributes to knowledge sharing, as to the specific measures:adjusting the organizational structure to flat and learning organization for the transformation; through the cultivation of good learning atmosphere and establishment of the correct values contributes to the formation of shared enterprise culture.(3)Comprehensively, the combination of the former two specific measures of human resources will contribute to establishing a human resources management system in favor of knowledge sharing, from a strategic perspective to promote the sharing of related knowledge to improve human resources system.
