In recent years, China's modern logistics has achieved three major leaps. Its market has been expanding rapidly into the stage of development. Human resources of logistics are the intellectual support for the development, logistics personnel evaluation of human resources is the key to management. Using the personnel professional capacity the modern logistics, it is beneficial to build a scientific, effective selection and assessment mechanism, which will guide China's modern logistics personnel reasonable training, and promote the health, continuous and harmonious development of human resources in China's modern logistics industry.Modern logistics personnel should have more complete professional, public knowledge and the corresponding ability, also the psychological qualities that can use the modern information technology flexibly to manage the different aspects of the operation process in logistics. At present, China establish the professional logistics personnel evaluation system in national and local level, but there are many main parts of logistics evaluation in the operate evaluation system, it is lack of a complete evaluation system for design, evaluation criteria are not unified, and the form is single and so on. To address these issues, the paper starts from the practice, builds the professionals' evaluation system framework of China's modern logistics, design the organizational system and the operation security system, study the assessment technical methods of the career ability.The overall framework of modern logistics personnel evaluation system is made of the system environmental protection section, the support implementation middle section, and the core meaning target section. The organizational structure of evaluation system is divided into evaluation (certification) management center, evaluation criteria center, evaluation training center, evaluation implementation center and supervision center, and from the legal system, organizational system, management system and operating system four aspects for the system protection.In accordance with "SMART" principle and competence-based assessment theory, the author designed the first level of five indicators and the second level of 13 indicators. The paper also raised in the evaluation process should take the scientific certification standards, normative certification procedures, the effectiveness authentication methods, the results practicality, as well as the security certification organization.There are many methods like computer examination, interview, psychological testing and performance-oriented and so on, focusing on study of logistics talent of the performance achieved in practice, and the experience and abilities, pay attention to the whole process of acquisition information subject to assessment, through the evaluation of a high standard of building a group of experts, a comprehensive evaluation of technology applications, multi-angle measurements check the ability of candidates, to implement the career ability evaluation of logistics personnel.
