Nowadays, large amount of rural labors forces and rural workers' rushing home, surplus rural labor forces became more. It was urgent to do transfer training for rural labor forces. Much policy released at national to encourage them to take part in technology training for employment.The issue of training spare countryside-labor-force is becoming very urgent and necessary. This dissertation made an intensive discussion on the research results of implementing the rural labor transfer training by network in theory and practice, which was based on the research summary of rural labor transfer training at home and abroad. Its purpose was to provide a new solution for promoting the rural labor transfer orderly.By applying such methodology as literatures consulting, questionnaire survey, action research, field observation and so on, the dissertation demonstrated that implementing the rural labor transfer training by network is feasible and practically. They were the defects of traditional training, the advantage of using network in rural labor training, the realistic condition of implementing the web-based rural labor transfer training. It had established a model of web-based rural labor transfer training. The model involved the objective, the main body, the object, the content and the method of training. During the model, it was set out that there were four latitudes to implement the web-based rural labor training. The training organizations carried out the teaching and researching activities and the rural labor training by network, rural labors exchanged and cooperated by network, and various ways assisted the rural labor transfer training.The core of this dissertation was the the feasibility and the implementation effect of peasants' autonomous learning using network resources, and the training organization doing instruction and answering in difference area. Using action research method, we carried out QQ-based rural labor transfer training in experimental class. In combination with field observation and interviews method, it pointed out that implementing the training on network fulfilled the resources sharing and the instruction and answering in difference area.Investigating and analyzing the learning engagement, the reaction and the accreditation, the adaptability of the training content, and the realized degree, the results showed that the laser propagation effects by network teaching platform and the learning engagement were satisfactory, it realized the expected target, and teachers and trainee all affirmed the positive significance. Conclusively, it was feasible to implement the training on network. However, there were limitation such as the localization of training projects, higher information literacy, requirement of other assisted modes, and the perfect mechanism of supervision and encouragement.This dissertation put forward the idea of doing web-based rural labor transfer training, and explored the feasibility, providing a new tactics concept for rural labor transfer training. In practice, application effect was confirmed, made preliminary exploration for training practice. The study had theoretical and practical significance, and it possessed farsightedness.
