Global water shortages and its impact on sustainable development, has attracted wide attention from all sectors of society. As the major agricultural production base in Gansu Province, Hexi area belongs to the Northwest District as early as dry inland river basins, the problem appears to highlight and typical. However, in such a water-poor area, the level of agricultural irrigation organizations is not high and the use of water resources is inefficient for a long time.Since 1997, the experiment of the participatory irrigation management was actively organized with the water conservancy projects in the area. Through the formation of water user associations, clear property rights, transfer the operation of irrigation facilities to a lower level of the irrigation district farmers, and the supplement by state subsidies and policy support to farmers to guide their own participation in irrigation management. Some effects have been achieved, but there still are many problems and shortages. Mainly as follows: financial support of local governments at all levels is not enough; water user associations is incompact, the operation is nonstandard and the mass participation is not high; farmer's thinking is backward, people who has co-operative spirit and prestige is very scarce; some water clarity of property rights does not work, causing the parties to " powers, responsibilities and interests " confusion.For the above problems, this paper points out that, through the full terms of the transfer of irrigation management Irrigation District Reconstruction of collective management of agricultural water carrier organization, the role of the Government norms and the introduction of market mechanisms to the formation of collective action in the irrigated areas, government regulation and market integration mechanisms integrated water resources management in a complex structure, in order to promote sustainable irrigated area and efficient irrigation system operation and development. In this process, the relevant government departments should still play a leading role, water user associations is the subject of participatory irrigation, but only as a supplement, the role of market mechanisms also indispensable, but it's build and improve is the Government's responsibility to a large extent.During the study process, this paper draws on and references the advanced experience of the participatory irrigation in California, USA and the community irrigation of Zanjera in Philippines. Paper mainly takes theory of common pool resource of Ostrom's as a guide, also refer to a variety of other theories of collective action in various aspects of research such as analyzing the problem, come up with strategies.
