Under the special administrative system, the supply chain management of tobacco which is as a kind of special goods presents particularities comparing with usual goods. On the basis of holding the monopoly system, China Tobacco uses for reference of foreign enterprises'management experience, is making a good effort to industry optimum structure, information-based construction, as well as marketing construction, and is gradually becoming scientific industry management architecture. After the WTO accession of China, the market of commercial distribution is becoming broader and broader, and tobacco industry is facing all-wave internationalization.The competition among enterprises is no longer the competition of single enterprise and products, but gradually comes to the competition between the industry chain and supply chain. Only on the way of strategically imputing the supply chain management of philosophy and methods, together with the realization of global optimization, lowering industry cost, increasing international core competitiveness, and constructing effective the cooperative system of industrial and commercial enterprises, can tobacco industry achieve industry sustainable development.This author of this article firstly describes the developmental course of CPFR pattern, then bases on internal and external pressure that tobacco industry is now facing, analyzes actual supply chain of industrial and commercial enterprises, plus the current situation and problems of industrial and commercial brand cultivation, discusses the construction of cooperative system of industrial and commercial enterprises of tobacco company of Hunan province, summarizes supporting measures of the cooperative marketing of industrial and commercial enterprises strategy, and makes policy proposals of his own, The author hopes that through the accomplishment of this article we can deepen understand and thinking of this task, find a better way to comprehend the methods of cooperative system of industrial and commercial enterprises, and make good proposals for leaders'decision-making. Meanwhile, the author also expects we can strive for making good proposals to the cooperative system of industrial and commercial enterprises of tobacco industry.
